In collaboration with Heinrich Böll Stiftung Foundation Greece, Electra Energy led the drafting and the publishing of the “Building Energy Communities in Greece” guidebook, with the aim to clarify the framework in which ECs (Energy Communities) operate, their role in a fair energy transition while providing both theoretical and practical information for their development in Greece. The guide coincides with a time when the community energy movement in Greece appears to be on the rise, especially after the adoption of Law 4513, in January 2018. The new legal framework aspires to combine Social and Solidarity Economy (SSE) and the energy sector and introduces a new type of civil cooperative of exclusive purpose, the Energy Community (EC).
The results, findings and main approach of the guide was presented for the first time by the project leader and Vice-President of Electra Energy Dimitris Kitsikopoulos, in the “Energy Communities Workshop” organised by the National Technical University of Athens ( SmartRue Unit) back in May 2019. Several stakeholders have participated and contributed to enrich the content and scope of this guide, in particular: The Technical University of Chania (Crete), the Greek Center of Renewable Energy Studies (KAPE-CRES) and the Greek Social Cooperative “Winds of Renewal, Aneos Ananeosis”. The guidebook is divided in five main chapters analysing the legal framework and fundamentals of operation of ECs with special emphasis to the Greek context, in particular:
